The trust we most recently used to supply services to had a purchasing card; if your trust really doesn't have one I don't *think* observium can be acquired on purchase order.
I can resell your trust a licence on purchase order basis I suppose, but there would be a small markup involved for the processing & 42-60 days credit your purchasing department will invariably want. It might be worth pointing out this route will cost more - that seemed to be the requisite incantation for purchasing to fess up to having a card last time I did this dance.

I think the easiest approach would be for you to just buy it with your credit card and then write an expense for it :P
