More specifically, the OP works for a company that has deployed SSL/TLS in-line decryption & inspection, usually at the perimeter firewall.  It may not be possible to bypass that security layer.  The details are rather opaque to us, but hopefully “Issuer: sia.conti.de, GF FCLIT CIT IN OP CS IAS” will have some meaning to the OP.

Further, he should be able to tell svn, or more likely openssl, on his host to trust that “sia.conti.de” issuer as an issuing CA, and svn should then stop complaining about it.  That action, however, is clearly far beyond the scope of this list.

You have someone or something intercepting your SSL traffic to the Observium server (and probably the rest of the internet as well).

If you resolve that, you should get the actual observium.org Lets Encrypt certificate instead.
