Observium's versioning is date-based, so 0.15.2.x is Feb 2015. The larger number at the end is the SVN revision, which is the closest thing to a 'real' version we have.
If you're on the "stable" branch, you'll see the svn revision increment when you svn up, but things will only actually update when i push changes down to the stable brance, which isn't happened for a few weeks as we've made some large changes.
If you're on trunk, svn up takes you to the latest revision, the rest of the version is automatically generated from the date when that revision was committed.
