today i sucessfully config and run Weathermap for Observium
by this manual

there is lot of configuration issue
1) in Editor you must create New Map with ".conf" like "core.conf"
2) in editing map you must set Map Properties and Output Image/HTML filename with prefix "maps/ like "maps/core.html"
3) you must manualy edit Observium Menu files navbar.inc.php to Get Icon in Menu
but WORKING :-)

because in config by default is directory for map "weathermap" path is http://<observiumip>/weathermap/map.htmlhttp:///weathermap/map.html (for
example)

Repair
you need to add a @ in the php files before the PEAR - meaning @PEAR::isError instead of PEAR::isError
Now:
root@observium:/opt/observium/html/weathermap# ./map-poller.php

but no generate maps into folder

Try running it from within the /opt/observium directory. The script is looking for the includes subdirectory as a relative location.
