I did try that also but it didn't work, I did a tcp dump and could see the page was being sent but the desktop clients was then sending a reset, this was very strange as I tried 3 different browsers on different computers
Anyways I gave up at this point and decided to updated our old ubuntu 12.04 box in flavor for a fresh install on ubuntu 16
Everything is working now but the system is bleeding edge stable. Likely a better place to be in

Are you sure that you changed BOTH php.ini-files? there is one for CLI and one for apache. Something like: /etc/php5/apache2/php.ini /etc/php5/cli/php.ini

That's why I was looking to enable php errors via the browser to
check
for some hidden error/s

As the FAQ states this is usually due to your PHP memory limit.
Edit
your php.ini-file and increase the amount of memory PHP can use.
