Check the play store or Amazon app store.  There may be an SNMP server 
app already available.  If not, you might contact a group like the 
developer that makes "servers Ultimate".  It seems they have almost 
everything except SNMP.

 options would be to compile something like Net-SNMP yourself but it may
 require quite a few libraries that are not included on the Android platform.
