You can encourage Microsoft to spend the tiny amount of effort required to support inline images.
Inline images was the easiest way to get graphs into the emails, the alternative way is to attach them to the email and then reference them, but that's more complex and it's not going to be done at the moment.

The image is included in the html you posted. It's an inline image, not all e-mail clients (notably Outlook) support this format.
