You can't. Observium is built on the assumption that network devices have SNMP.
You could, if you really, really wanted metrics, write Munin plugins that polled the devices using another method and you'd see that data in the munin tab of the device running the munin agent collecting those metrics.
How on earth do you have links on devices without SNMP?
