I know we tracked BGP peer status at my last job, I vaguely remember looking into this before but don't remember what I found, and I don't have any Cisco routers here to test with (I could bug the lab guys I guess).

If you go to your device in Observium and click the data button (way right side, next to the settings and perf buttons) do you see anything related to HSRP status in the raw data? If it's there it can likely be alerted on, but I'm not sure the exact syntax.
