I've read that it's an optional agent, probably won't be installed everywhere and some DBA are like "don't touch my installation, it's in production!"
I started developing a script to check some performance data, but I couldn't finish it yet, I'm kind of busy and really suck at perl...

Oh, and apparently Oracle is deprecating the SNMP interface. Probably they will happily sell you Enterprise Manager...
I'll post the oracle "app script" as soon as I can finish it. Maybe someone can help with the php parsing/rrd writing/graphing part..
