Nothing official, but since Observium is literally only a MySQL database and a set of RRDs, you don't really have to do anything special.
Any tool that backs up a live MySQL database will do, and then you just back up the rrd directory and config.php (or just the entire observium directory).
Restoration is likely best done by just doing a new install and copying rrds/mysql/config.php into place.
