I seem to have the same issue:
$config['auth_ldap_groups']['GR-WA-Role-Observium-Admins']['level'] = 10; $config['auth_ldap_groups']['GR-WA-Role-Observium-Users']['level'] = 7; $config['auth_ldap_groups']['GR-WA-Role-Observium-Limited']['level'] = 1;
The user in Admins and User are working 100%. Admins have full access, user have full read access, but Limited users can't see anything.

Hi Scott,
For level 1, you need to give users specific permissions to specific devices. If you're looking for readonly but all access, I think level 5 is what you want.
