[Observium] Ubuntu 13.10 Install

Hi Guys,

I got my observium working on 13.10. Instead of "Allow from All" in apache, they now need "Require IP", so my config now has the following in the Directory:

<Directory "/opt/observium/html/"> Options FollowSymLinks MultiViews AllowOverride All Require ip 192.168 </Directory>

Seems to work then. This is all based on the instructions on the wiki page.

I will shout if I find more broken things and how to fix.
