We don't log mails sent, but you can see in the server's mail log (/var/log/mail.log).
With the $config['alerts']['email']['default'] option set, it should send the mails to that address.

The setting enable to false disables the /old/ alerts, it doesn't affect the new alerts. It's confusing indeed, but the alerting stuff is still quite unfinished :)
