This is just the way the graphs are drawn and the peaks are averaged.
It just means there was a single point in the dataset which hit 67%, but when it was averaged into the resolution of the graph it disappeared.
That's why some graphs also have a "max of max" line (like traffic)

Should I collect data more often?, per the example implementation I configured the collection to each 5 min. I understand that I would need to recreate the RRD files if I lower that, not sure if Observium automatically adjusts to "window" changes..
