Weekly utilisation report: Pretty sure this is a no. You'd probably need to write your own code that makes use of the RRD or accounting data Observium has collected. Weekly isn't a very common reporting/accounting timeframe in the service provider world, IME, and the accounting function in Observium is currently centered around Monthly intervals (and in any event, I don't think scheduled email reports from the traffic accounting system are "a thing" (yet?)).
You can disable polling of specific interfaces if you really want to and "ignore" them to prevent "interface down" alarms for things that just can't be shutdown, but the main benefit of Observium generally is that it graphs everything all of the time out of the box, because you never know when that graph might actually be useful and then you end up wishing you'd set it up ("which of the unmonitored interfaces did that traffic come from?!" and "I wish I had some vague idea of what had been going through that new vlan interface I set up but forgot to add a graph for"). Even if you did disable the polling for a port, I'm pretty sure it still turns up in the default view of ports on the device (unless perhaps it is pruned/hidden on the next poller run? I don't know. I've never turned off polling for a port.) - you can filter out alert ignored ports pretty trivially, though, using the quick filters. The toggles for polling and alerts for ports are under the "settings" cog on the right hand side of the device menu bar whenever you're looking at anything to do with that given device - then click "Ports" on the settings menu bar, move the toggles, and click save.
If you mean "can I add a new device type" or perhaps "Can I code a module for discovery or polling behaviour that I can toggle on and off on a per device basis", yes, you can do either of these, provided you understand the code involved, because it's open source, but you'll obviously have to re-apply any of your overwritten patches to any existing Observium files when you do an svn update if you haven't donated them/they weren't accepted for some reason for inclusion in the main tree. I'm reasonably sure, from a 30 second glance in the includes folder, that you can add new discovery/poller modules in brand new files which perhaps makes this easier to maintain by avoiding editing existing files.
