FWIW: There is an old version of IE on Win10 that still works with the deprecated ciphers. It's hidden by default; but you can resurrect it with the "Programs and Features" control panel.

Answering my own question; yes with a caveat. Remember to disable SSL before downgrading because the JL version has super old SSL and no modern browser is able to connect to it. Don't ask me how I managed to connect to it in the end..
