[Observium] STP in Observium

Hi Observium On Jira multiple people ask for status on adding Old/RSTP/MSTP Spanning tree protocol. So it sounds like it is a much sought after feature. https://jira.observium.org/browse/OBS-3509 https://jira.observium.org/browse/OBS-1853

In OBS-3509 I have added proposals on how the database and a layout for the frontend. Based on that Observium has excellent handling of port status and layer 3 features. What is stopping us from implementing it?
