By default it should run at the end of poller-wrapper.py, if you have that already in cron (no one should have poller.php directly in cron anymore)

Since there's no problem generating and sending email, the most likely problem is not running alerter.php. Does the alert log show notifications being sent?

The alert ID is neither the alert checker ID nor the contact ID.

You need to use the alert entry ID, which you can find by going to an alert (not a checker, not a contact, but an actual alert, which is a checker<>entity association) in the web interface and looking at the URL.
