This is probably not a good idea, because you'll probably lose any sensible graphing of non-broken devices if you have a network issue and lots of unreachable devices block your polling processes. SNMP is UDP and times out very slowly, that's the whole purpose of using ping.

Allowing ping won't make your network slow, that's weird.
