subscription based install not processing update correctly

Hi,
Processing "svn update" returns:
[root@rphuvobservium observium]# svn update Updating '.': At revision 7748. [root@rphuvobservium observium]# pwd /opt/observium
discovery.php -u returns:
[root@rphuvobservium observium]# ./discovery.php -u

As you can see this version does not match the version that was just upgraded to. Also, at the webui the version still shows 0.16.3.7703 (stable). The system has even been rebooted since the upgrade to 7748. Is this normal behavior or are we missing something?

You are almost certainly using the "stable" SVN branch, which is only updated periodically... as a result, all the things you are seeing is expected behavior.
If you want to use the latest version, you need to switch your SVN source, as described here: http://www.observium.org/docs/updating/

I'd agree with you. I am using stable branch. When I navigate to the current stable branch it says 7748 is the latest. I believe my problem still exists unless I misunderstand how stable tree works?

You're just confused about how SVN works. The entire tree is at 7748, which is the number svn returns on svn up, but the stable branch was last changed in 7703.
You can see this information with "svn info" or "svn status", I forget which!
