Yep, treat the email & bug submission as a report of the problem and ignore the patch, to fix this properly. I'm just putting it out into the public so others might find this when they are troubleshooting the same problem :)

This thread & the bug serves as a reference for anyone else that has the same problem and finds it from a search result or browsing the mailing list.
I had forgotten to provide the symptoms I observed that made me look into this:
Apache error_log: ERROR: No DS called 'count' in '[..]/var/lib/collectd/rrd/<hostname>/apache-local/apache_scoreboard-waiting.rrd'
Observium error via rrdtool: <hostname>/apcahe-local/apache-bytes-* Not found [500] RRD failed to generate the graph: 1
Someone with more time & a collectd v4/v5 environment can work on a non-broken patch.
