But on web GUI It states Observium 18.10.9472 (16th October 2018)

Stable is 9472.
Ignore the SVN revision, it's repository wide, and doesn't not necessarily reflect the train's last revision.
We have a lot of changes to the front page in rolling at the moment that people have strong feelings about, so we've held back merging to stable for a while... :D

Hello,
It’s because you are using the stable branch where there wasn’t any update for almost 2 months. On the website there is a mention it’s supposed to be updated every week but I personally prefer having a real stable product (even if I’m waiting for features already included in the dev version)
