Trouble with centOS install

I can't reach the Web interface, I'm a noob and need help to figure out why I can't reach it. I tried on Ubuntu as well no success I'm trying to access it via localhost or 127.0.0.1 which comes up blank. I also try localhost/observium which is blank

Clearly you not even bother to check FAQ which says you can't run observium in sub dir or you just don't follow install guide and not crated virtual host for it

I absolutely can't get Observirum to run, i have tried Ubuntu and CentOS , the steps to install don't match or seem to work properly. I think someone should go over them step by step and make sure they match. The steps should also be more specific examples. Here if you put the username pass and level in < > it will tell you its invalid. This info had to be input without the <>
./adduser.php <username> <password> <level>

It is very common in IT documentation to describe parameters for commands between the < and > sign. It means that this is an obligatory parameter and everything including the < and > sign should be replaced by the parameter value.
Depending if the content of the parameter has special characters one might need to use ” around the value.
