I get that one once in a while too - it generally means your login session has timed out - if you try and access anything else, you'll get dumped back to the main page and have to log back in.
By "timed out", I mean "stopped working for reasons not necessarily including inactivity", because I've had it happen between one click and the next

Yup, I'm sure. Ran into it half a dozen times - graphs showing "You have insufficient permission to view this" as per the OP's graphic - then when I tried to do anything else, I got kicked back to the Login page. Logged back in, and then went back to the page I was at previously with all permissions working fine.
I thought I sent an email to this list about it at the time, but maybe I didn't. I'll check my email logs to see if I can find something closer to time/date it happened.
I should add that this was encountered *before* I updated to 0.13.8.4241 - I only did that last week, and haven't encountered this issue since - but then again, it's only Monday. :-)
