
I'm sure Adam or others will correct me if necessary, but I seem to recall the documentation saying you can do that by specifying <email address> as part of the SNMP contact value on the device, and whatever you put in config.php will cover those devices that don't have an email address specified in the device snmp contact value.
I could be wrong, it's been several weeks since I last read that part of the documentation.

Device Down, alert syscontact Device Still down for 20 Minutes email contact x Device Still down for 60 minutes email contact y
I know alerting is in beta stage at present. We love everything about this software and paid for alerting knowing that its in beta stages. This is sort of the last thing we’d need to consider this a serious contender to replacing Cacti/Nagios etc.

This isn't possible at the moment. I'm not sure how we'd do this in a configuration-scalable way.
We try to be careful not to require too much configuration. The alerting system is already twice as complex to configure as we'd like. I'm hoping to remove the manual side of the majority of common stuff (all sensors should be default to their limits without a rule, for example).
The actual notification routing stuff is very, very basic. At some point someone will get a eureka moment and rewrite it, i'm sure :)
