I installed php5-svn but my rancid is using cvs right now. I’ll look into changing to svn.

In not sure, it was contributed code, and I don't use rancid these days to keep track of whether its working.

Not part of observium but you can use viewvc (viewvc.org), cvsweb (http://www.freebsd.org/projects/cvsweb.html) if you use CVS, or websvn (websvn.info) if you use SVN to view the repositiories with diffs, blame, etc.

If you install webmin you can use the CVS server addin to browse the repository and make diff comparison Maybe this is something that you can use
