No Problem on my side. Some with v5.4.7 and others with v5.2.9 actually. (FG 100E and 600D) Tried SNMPv3 in an old time and it was working. Actually I’m running v2 on management network. Community Strings with six mixed upper and lower case. Observium CE 17.9.0

Hi Scott,
There shouldn't be anything special required. SNMP is SNMP is SNMP. We don't even speak SNMP directly, we just use the net-snmp commandline binaries.
Base requirements for this to work are :
a) correct community string b) access to UDP/161 via SNMP to the device to be monitored c) the device to be monitored being willing to respond (not having local admin address filters)
It'll be easier to test with the snmp binaries on the command line. If you can get sysDescr.0, Observium will be able to talk to the device:
snmpget -v2c -c <community> <hostname> sysDescr.0
