If we were thinking of moving to the subscription service with some service options for feature development etc but our VM infrastructure is RHEL would we be unable to get the development service as the OS is unsupported or is it just the installation process that's unsupported?

Distribution doesn't really have much of an impact on feature development.

RHEL is "supported" as a running platform too - we don't test this ourselves but it should work.
But as Adam says, developing things is pretty much unrelated to RHEL vs Ubuntu vs ...

Great, just wanted to confirm. My first dev instance I run up on a RHEL box anyway and was no problem.
