Presumably you just want to monitor that ifInBroadcastPkts_rate & ifOutBroadcastPkts_rate are not too high?
Seems pretty straightforward to me!
You could also check ifInNUcastPkts_rate and ifOutNUcastPkts_rate for older SNMP stacks without the split broadcast/multicast counters.
