Configuring email alerts not to send if top level device is down.

Is there a way to configure email alerts to only send out emails about a device being down if the top level device is still up. For example we have multiple remote locations across the state, and if the router at the site goes down we don't need the other 50 emails alerts about all devices behind the router. We need some way to introduce a hierarchy to the alerting. Hope this makes sense..

as inspiration:
in our system we have a "via" function....where you can set any device as via.
If the via device is down, no alerts is being send from the devices below.

Or parent/child relationships would be nice, similar to what we had in our Nagios system.
