Been there for years, still is there on my system and everything works fine... Possibly a change on Debian 9.

But I agree it should not be there (anymore?). :-)

|mibdirs /opt/observium/mibs:/opt/observium/mibs/net-snmp| in it (which is the same as the http://docs.observium.org/install_debian/%C2%A0)

I’ve commented out that line and now snmp.conf is empty but discovery.php -u runs with no errors.
