[Observium] LLDP with UTF8 encoding isn't working

I've noticed this is silently dropped, but it's valid in the LLDP spec that UTF8 is supported. The HEX response comes back for the system name, and even prints out in debug, but doesn't appear that it shows up in observium.

Is this a limitation of handling in the DB?
