Check the file called config.php located in /opt/observium, if you changed anything in that file, undo the change and it should be ok. Other ways you can check in log file what is the problem by issuing the command: tail -f /opt/observium/observium.log. hope that could help.

It is normal. It doesn't need to be fixed.

There has never been a 'settings' page where you can edit settings, it has always just been a dump of the $config array.
