I can absolutely assure you that this is not normal, your devices have a configuration error. :-)

Use the CEF, Luke!
Observium tells you in the event log why it thinks the device is down (ping or snmp)

If Observium thinks a device is down it's either because it can't ping it, or it doesn't get an SNMP response from it.
Check you can snmpwalk the device from the Observium server.
It's always the firewall, or the acls.
