Hi, I am assuming that Linux 16.04 is Ubuntu 16.04. If that's the case, you should upgrade the whole install as Ubuntu16.04 no longer receives updates besides security (ESM requires Ubuntu Advantage subscription, see https://ubuntu.com/about/release-cycle). In any case, you should upgrade the server to something more recent, which brings a newer version of MariaDB.

Thanks, the issue is that when updating ubuntu 16.04 to the latest version I think it is 22.10 will lose observium and I have to run the program all over again.

You can do an in-place upgrade of Ubuntu from 16.04 to 22.04.
You can back up the rrd directory, config.php and mysql/mariadb database first, and then if it fails you can just do a re-install and restore these.
Running "do-release-upgrade" on ubuntu will cause it to update to the next LTS version, which will be 18.04 then 20.04 then 22.04.

You can follow this. By the time you get to 20.04 your MariaDB should be new enough. You may need to run the "apt install" commands from the install guide to make sure all the packages for Observium are installed.

Not quite the same as below but it seems like poller is not running. I've backed up all relevant date and did a do-release-upgrade to upgrade from Ubuntu 18.04 to 20.04 How should I go about debugging this issue? Is there a systematic method I can use?
What I have done so far DB and apache2 are running. Web portal is accessible but no new data is captured.
Cron job observium was configured with account observium and I've changed it to root I've also changed the ownership to /opt/observium/rrd to root:www-data observium logs shows discovery.php is running but poller.php is not.

Also should comment that for long-term apps like observium I would suggest you go to the LTS Long Term Support release of Ubuntu not the short term one (22.10) which is only vaild for a couple months. the 22.04 LTS release will get support for about 10 years. Even 20.04LTS ubuntu has support up to 2029 I believe.
