I'm not involved in the payment system but I assume this happens if you don't supply vat info and are inside the EU. (Thanks, new regulations!)

Yes, it's EU VAT.
If you're in the EU, you can claim it back. If you're not in the EU, you don't pay it.
You guys can claim it back, but I'm having to pay a 4% processing fee to collect it for your governments, so don't whine too much! :P

Well, if they're in another EU country, and are VAT registered, and provide their registration number at time of order, they don't pay it in the first place (reverse charge mechanism).
