It should be owned by the user the poller wrapper runs as.

Debugging this is probably difficult beyond that, because these rrds are written by the poller wrapper, in python, rather than everything else which is written by PHP and has the usual debugging output.

Pollerwrapper is not running as root if you installed using the installscript.

Poller-wrapper is python, not PHP, so it's unlikely upgrading PHP had much of an effect.
