Hi Toky,
The best way to do this if your install is accessible via a configured hostname is to use certbot.
You can add a ServerName to the /etc/apache/sites-enable/000-default.conf file above the ServerAdmin entry.
This shows you how to install and run certbot to get a certificate and enable SSL:

For now we want to access the observium from LAN by IP address, not from the Internet is there any way for https local access?

You could create a self-signed cert, but what’s the point of SSL on your LAN? :D
This should probably work:

It 's just the standard, any server cannot be reached by http even locally, hacker may come from inside :) Anyway the https is now well set and we thank you Toky,
